Restricted Legendary — Water Dominant

Kyogre
VGC Guide

Kyogre is one of the most dominant restricted legends across VGC history. Drizzle + 1.5× Rain-boosted Origin Pulse gives it near-unparalleled sweep potential in Doubles. Its 150 base Sp.Atk is among the highest of any Pokémon.

Drizzle: The Rain War Engine

Rain Effect Stack
🌧️

Instant Rain on entry (5 turns)

No move required — Kyogre brings its own weather. Rain multiplies Water moves ×1.5 and halves Fire moves.

💧

Origin Pulse under Rain damage

Origin Pulse base 110 × STAB 1.5 × Rain 1.5 = effective 247.5 power. OHKO territory for most non-Water-resistant targets.

Thunder becomes 100% accurate

Rain makes Thunder hit without fail, giving Kyogre a reliable Electric coverage move that smashes opposing Water-types.

Best Moveset

Special Spread Attacker (Standard)
Origin Pulse(Water)
Primary STAB; spread move hitting both targets, devastating under Rain
Thunder(Electric)
100% accurate in Rain; covers Water-types and Flying; 30% paralysis chance
Ice Beam(Ice)
Covers Grass and Dragon; handles Ground-type switch-ins
Protect(Normal)
Shields from spread moves and super-effective hits

NatureModest (+SpAtk / -Atk)
EVs252 SpAtk / 4 SpDef / 252 Spe
Bulky Variant
252 HP / 252 SpAtk / 4 Spe · Modest

Sacrifices Speed for bulk. Under Tailwind support Speed is irrelevant; 252 HP survives hits that would KO the standard spread, keeping Rain active longer.

Weather Wars: Beating Koraidon’s Sun

Kyogre vs Koraidon is the pivotal restricted legend matchup of Regulation D/F. Kyogre’s Rain suppresses Koraidon’s Sun (disabling Orichalcum Pulse’s Attack boost); Koraidon’s Sun suppresses Drizzle in return.

Critical rule: the last restricted legend to enter the field overrides the weather. Team construction must account for how to ensure your weather is the active one — through speed control, switching sequences, or weather-extending items.

Speed Matchup

Kyogre base 90 vs Koraidon base 135. Koraidon sets Sun first — but after Kyogre pivots out and returns, Rain overwrites Sun. Managing Kyogre’s entry timing is key.

Damp Rock Extension

Kyogre holding Damp Rock extends Rain to 8 turns. This makes Sun teams struggle to outlast the Rain window — critical for slow-paced weather wars.

Team Partners

Incineroar
Fire/Dark

VGC’s premier support partner. Intimidate drops physical attackers; Fake Out creates free turns for Kyogre to Origin Pulse safely.

Tornadus
Flying

Tailwind setter; pairs with Kyogre’s high output for Speed + damage pressure. Prankster Tailwind + Taunt disrupts opponent setup.

Ludicolo
Grass/Water

Swift Swim doubles Speed in Rain; becomes a secondary sweeper alongside Kyogre. Grass/Water coverage complements Origin Pulse.

Raichu / Xurkitree
Electric

Lightning Rod redirects Electric moves targeting Kyogre; handles the mirror Water matchup with Electric STAB.

Weaknesses & Counters

Threat
Electric Moves
Example
Miraidon Thunder / Iron Hands Wild Charge
Response
Pair a Lightning Rod Pokémon (Raichu, Xurkitree) to redirect and absorb Electric attacks
Threat
Grass Moves
Example
Leafeon Leaf Blade, Energy Ball coverage
Response
Kyogre’s low Speed means Grass coverage easily lands; use Steel or Poison partner to pivot in
Threat
Weather Override (Sun, Sand)
Example
Koraidon, Tyranitar, Hippowdon
Response
Reset Rain via Kyogre’s re-entry after switching; Damp Rock extends Rain to outlast override weather
Threat
Water Absorption Abilities
Example
Storm Drain, Water Absorb
Response
Origin Pulse is blocked by Storm Drain; target the absorber with Thunder or Ice Beam instead
