VGC Restricted Legendary Guide · Regulation I

Rayquaza
VGC Guide 2026

Rayquaza is the only restricted legendary in Regulation I that fully suppresses weather effects. Air Lock zeros out Koraidon sun and Kyogre rain boosts entirely, while 150/150 offensive stats match the format's top attacking legendaries.

Air Lock: The Weather Counter Ability

Ability Effect Breakdown

Air Lock completely suppresses all weather effects while Rayquaza is on the field — it does not clear the weather, only nullifies it. This includes:

  • Sun suppressed: Fire moves lose the 1.5× boost; Water moves are not weakened; Solar Beam requires two turns
  • Rain suppressed: Water moves lose the 1.5× boost; Fire is not weakened; Thunder loses perfect accuracy
  • Sand/Hail suppressed: Residual damage is cancelled; Rock-type Sp.Def boost in sand does not apply
  • Protosynthesis stat boosts (Flutter Mane, Koraidon, etc.) remain active — Air Lock only stops weather move bonuses, not ability triggers

Note: weather effects resume the moment Rayquaza switches out. You must keep it on the field to maintain denial.

In Regulation I, weather teams are one of the three dominant archetypes (Koraidon sun ~45% usage, Kyogre rain ~38% usage). Rayquaza is the only restricted legendary that passively counters both — the moment it steps in, all weather boosts are zeroed without spending a move slot.

The key advantage is that this effect is automatic and free. Unlike switching in a weather-override Pokémon or using a weather move to overwrite, Rayquaza maintains full offensive presence with 150/150 stats while simultaneously dismantling the opponent's entire boost structure.

180 BP event Fire move; covers Steel/Ice; -1 Def/-1 Sp.Def/-1 Speed after use
ItemLife Orb / Choice Band
AbilityAir Lock
NatureAdamant (+Atk / -Sp.Atk)

EV Spread Breakdown

Max Atk / Speed (Standard)
Recommended
4 HP / 252 Atk / 252 Spe · Adamant

Maximizes Dragon Ascent and Extreme Speed output. Speed 167 outspeeds most non-boosted restricted legendaries without Tailwind.

Trick Room Slow Attacker
Advanced
252 HP / 252 Atk or SpA / 0 Spe IVs · Brave (physical) or Quiet (mixed)

Inverts Rayquaza into a bulky Trick Room attacker. Min speed (~76 at Lv50) ensures it moves first under Trick Room against most opponents.

Bulky Mixed
Situational
172 HP / 116 Atk / 220 Spe · Naive

Balances bulk with Dragon Ascent damage. Speed 155 outspeeds max-speed Kyogre (150 tier); extra HP makes Life Orb recoil more manageable.

Typing & Coverage Analysis

Resistances (6)
Fire ×0.5Water ×0.5Fighting ×0.5Bug ×0.5Grass ×0.5Ground immune
Weaknesses (4)
Rock ×4Ice ×2Dragon ×2Fairy ×2

The 4× Rock weakness is the biggest liability — Rock Slide or a Rock-type Acrobatics will OHKO without special bulk investment. Ice moves (Calyrex-Ice, Icicle Spear) are also threats. Ground immunity protects from spread Earthquake, and combined with Breaking Swipe spread, Rayquaza can control the full field.

Team Synergy

Rayquaza team building revolves around covering its defensive gaps (4× Rock, Ice weakness) while maximizing the value window of Air Lock. Since Air Lock requires Rayquaza to stay on the field, the team needs tools that allow it to enter safely and survive longer.

Incineroar
Fire/Dark

Fake Out buys a safe switch-in turn; Intimidate softens hits through Rayquaza's frail 90/90 defenses

Ogerpon / Rillaboom
Grass

Grass-type absorbs Water moves; Ogerpon Ivy Cudgel or Grassy Glide covers Rock-type threats

Tornadus
Flying

Priority Tailwind doubles Rayquaza's 95 base Speed, turning it into a guaranteed speed leader

Grimmsnarl
Dark/Fairy

Prankster Light Screen / Reflect shields Rayquaza's fragile defenses while it sets up or attacks

Matchup Guide & Counters

Favorable Matchups
Koraidon Sun Teams
Air Lock nullifies Desolate Land sun — Fire moves lose boost, Koraidon's biggest threat to your team is neutralized
Kyogre Rain Teams
Drizzle rain loses all boosts — Origin Pulse no longer 1.5× boosted, Thunder accuracy drops back to 70%
Sand Teams (Tyranitar, Excadrill)
Air Lock cancels sand residual damage and Rock-type Sp.Def boost; Extreme Speed Priority picks off fast sand abusers
Threats & Responses
Threat
Rock Slide
Example
Most Rock-type spreads
Response
Switch Incineroar to absorb; Extreme Speed priority can pick off Rock-type attackers first; Grass partner resists
Threat
Ice Shard / Glacial Lance
Example
Calyrex-Ice, Ice-type attackers
Response
Trick Room version can set up behind Cresselia or Porygon2; fast versions need careful positioning
Threat
Moonblast spread (Fairy)
Example
Flutter Mane
Response
Dragon Ascent and Breaking Swipe don't hit Flutter Mane — need a Steel-type or Poison-type partner for coverage

Frequently Asked Questions

Does Rayquaza need V-create to be competitive?

V-create is an event move transferred from legacy games and not accessible to all players. Even without it, Dragon Ascent + Extreme Speed + Breaking Swipe + Overheat is already a strong set. V-create primarily catches Steel-types off guard that don't expect Fire coverage.

Where does Rayquaza rank in the VGC Regulation I tier list?

Rayquaza typically lands in A or B tier among restricted legendaries. Air Lock is uniquely powerful but its 90/90 defenses make it more fragile than Koraidon or Kyogre. It shines most when the meta is flooded with weather teams.

Are Dragon Ascent's defense drops worth it?

Usually yes. 120 BP in base form is still powerful, and Rayquaza's 90 Def / 90 Sp.Def aren't high enough that losing a stage matters much. If you need multiple Dragon Ascents in one game, bring Sitrus Berry or pivot out to reset — don't try to tank through heavy physical pressure at -1/-1.
